Horsham District Local Development Framework - Core Strategy Annual Monitoring - home  >  Local Development Documents  >  Core Strategy


The Core Strategy document sets out the key elements of the planning framework by defining the vision and objectives, together with the strategy and ‘core policies’ for the future. The two Strategic Locations west of Horsham and west and northwest of Crawley form part of this strategy.

The Core Strategy was formally adopted by the Council on 2 February 2007.

The Submission Draft Core Strategy was published on 4 November 2005 and consisted of the Core Strategy Text and The Key Diagram (119kb).

Following publication there was a six week period of representation ending on 16 December. The representations made during that period on the content of the document were considered by an independent Inspector at an Examination in autumn/winter 2006. The Inspectors' Report confirming the soundness of the Core Strategy was received in January 2007.

The representations made during the six-week period mentioned above may be viewed in full on this website. Copies of the representations are also available at the Council offices in Horsham as well as at libraries and Help Points around the District.

The Local Development Framework also includes an adopted Proposals Map. Links to the relevant sections of the Proposals Map are accessible within the text of the Core Strategy both as an interactive mapping facility (best used with Internet Explorer version 5.5 or above) or as Adobe Acrobat files. Adobe Acrobat Reader version 5.0 or above is required for viewing these, if you have an older version please download a new one free of charge from the left navigation bar.

The Core Strategy has been subject to an appraisal of the social, environmental and economic effects of its strategies and policies. This is known as the Sustainability Appraisal and Strategic Environmental Assessment. An Appropriate Assessment has also been carried out for the Core Strategy.

Statement of Compliance

The Council has prepared a Statement of Compliance (398kb) for The Core Strategy document which details how the Council has complied with the Statement of Community Involvement or the minimum requirements of the Town and Country Planning (Local Development) (England) Regulations 2004.

The Statement of Compliance details both what has been undertaken in terms of the planning regulations as well as what is outlined in the Statement of Community Involvement. The Statement of Community Involvement was formally adopted by the Council in February 2005.

Within this Statement of Compliance, Appendix F (770kb) details the individual representations and the corresponding Horsham District Council response.
